JUNEAU, Alaska (AP) ? An Alaska scientist whose observations of drowned polar bears helped galvanize the global warming movement has been reprimanded for improper release of government documents.
An Interior Department official said emails released by Charles Monnett were cited by a federal appeals court in decisions to vacate approval by the Bureau of Ocean Energy Management of an oil and gas company's Arctic exploration plan.
The official, Walter Cruickshank, deputy director of BOEM, said in a memo that an inspector general's investigation contained findings that Monnett had improperly disclosed internal government documents, which he said were later used against the agency in court. He also said the investigation made other findings in regards to Monnett's conduct, but he wasn't taking action on those. He would not specify those findings.
Cruickshank called Monnett's "misconduct very serious," and said any future misconduct may lead to more severe discipline, including removal from federal service.
Monnett was briefly suspended last year during an inspector general's investigation into a polar bear research contract he managed. The inspector general's report, which was released Friday, said its investigation was set off by a complaint from an unidentified Interior Department employee who alleged that Monnett wrongfully released government records and that he and another scientist, Jeffrey Gleason, intentionally omitted or used false data in an article they wrote on polar bears. During that investigation, authorities also looked into the procurement issue.
Jeff Ruch, executive director of the advocacy group Public Employees for Environmental Responsibility, which has been involved in the matter on Monnett's behalf, said Friday that the issue of the document release did not even come up in investigators' questioning of Monnett.
He called the outcome "completely unexpected," and said Monnett is confused by it.
PEER, in a news release, said the email disclosure had nothing to do with polar bear research but that it embarrassed the agency.
"We think he's owed an apology, but we're not going to hold our breath until he gets one," Ruch said.
Federal investigators had said that Monnett helped a polar bear researcher prepare a proposal even though he was the government official who determined whether the proposal met minimum qualifications. PEER has said that Monnett's handling of the study was proper and that Monnett, instead, was being targeted for a 2006 article on drowned polar bears.
The article was based on observations that Monnett and Gleason made in 2004 while conducting an aerial survey of bowhead whales. They saw four dead polar bears floating in the water after a storm.
In the article, they said they were reporting, to the best of their knowledge, the first observations of the bears floating dead and presumed drowned while apparently swimming long distances. They wrote that while polar bears are considered strong swimmers, long-distance swims may exact a greater metabolic toll than standing or walking on ice in better weather.
They said their findings suggested that drowning-related deaths of polar bears may increase in the future "if the observed trend of regression of pack ice and/or longer open water periods continues."
The article and related presentations helped to make the polar bear a symbol for the global warming movement.
According to the inspector general's report, investigators found that Monnett and Gleason used an incomplete database as their primary source of information to write the article, made conflicting statements to investigators regarding the writing and editing process and understated data in the manuscript. However, they found that the article had "little or no impact" on a federal decision to extend special protections to polar bears under the Endangered Species Act, according to the report.
A BOEM spokeswoman, Theresa Eisenman, said the findings in the report do not support a conclusion that the scientists involved engaged in "scientific misconduct."
Monnett's reprimand could be removed from his record in two years or less.
Ruch said Monnett has been told he will return to scientific work.

THE vastness of Earth's oceans and the limited extent of our knowledge and occupation of them often invites comparisons with space. But they are much more attainable than the moon or Mars. Hence the enduring fascination with "seasteading", the idea of building permanent settlements at sea (see "Brave new sea worlds to redefine society").
Those who push the idea are often dismissed as libertarian fantasists. The seasteading movement has its fair share of those, but it is also home to pioneers longing to conquer a new frontier.
We already have The World, a private residential yacht with permanent wealthy occupants cruising the globe. That hardly fulfils the vision of wagons rolling west. But it may be the start of something bigger. Shifting climate was what drove our African ancestors to colonise the world (see "Climate change determined humanity's global conquest"). As climate and population pressures ramp up, perhaps the lure of the wide blue yonder will prove irresistible.

KONYA, Turkey (Reuters) - Surveying the street lights sparkling like jewels on the plain below, Tahir Akyurek looks back with satisfaction on his first eight years as mayor of this central Turkish city.
Two-lane highways have been widened to six, a fast train line has put Ankara just an hour and a half away, and there is a new park where students and the elderly chat over tea or wander among pristine lawns in the shadow of elegant minarets.
More so than the teeming streets of cosmopolitan Istanbul, the ordered avenues of Ankara or the resorts of the Aegean and Mediterranean coasts, this conservative industrial city on the Anatolian plateau epitomises the reformist ambitions of Turkey's ruling Justice and Development (AK) Party.
"Konya is connected with its traditions and embraces the new ... Being conservative, being devoted to tradition, does not mean being reactionary," Akyurek told Reuters, sipping tea and chewing almonds on a cafe terrace overlooking the city.
His sentiments reflect the self-image of the Islamist-rooted AK Party as it prepares for its biggest overhaul since sweeping to power in Turkey a decade ago. Critics are less charitable, viewing it as a threat to the modern secular republic founded by Kemal Ataturk on the ruins of the Ottoman Empire 90 years ago.
The party's September 30 congress is unlikely to offer any sign Prime Minister Tayyip Erdogan, viewed by many Turks as their strongest leader since Ataturk, is loosening his grip on a heavily-centralized party or on the country as a whole. AK, its initials spelling out the word for purity, is Erdogan's child.
New members of the party's administrative body will be picked to steer it through an election cycle beginning next year, but Erdogan will make sure those close to him remain in charge, helping smooth his way to an expected bid for a newly-constituted executive presidency in 2014.
"The importance of this convention is that it will determine the people who will be at the core of the party after Erdogan becomes president," said Koray Caliskan, associate political science professor at the Bosphorus University and a columnist for the liberal daily Radikal.
"He will want the leader to obey him but at the same time to balance different opinions in the party."
AUTHORITARIAN FIGURE
Erdogan created the AK Party as Turkey slid into a financial crisis in 2001, rallying around himself an array of center-right democrats and nationalists as well as religious conservatives. The party swept to its first victory a year later as an angry populace rejected long established parties tainted by corruption, personal rivalries and economic mismanagement.
The past decade has seen per capita income nearly triple and re-established Turkey as a regional power, with Western nations seeing its mix of democratic stability and Islamic culture as a potential role model in a volatile region.
It has been Turkey's longest period of single-party government for more than half a century, ending a history of fragile coalition governments punctuated by military coups.
But while he may be a towering figure of Turkish politics with three successive landslide victories, Erdogan's autocratic style makes him loved and loathed with equal passion.
Hundreds of politicians, academics and journalists are on trial as part of a five-year investigation into an alleged secularist network known as "Ergenekon", accused of plotting against the government. More than 300 army officers were handed long jail terms last Friday for an alleged plot to topple Erdogan almost a decade ago.
"Democracy is not making progress in this country. It is regressing in terms of the separation of powers, the independence of the judiciary and freedom of expression," said Faruk Logoglu, vice chairman of the main opposition Republican People's Party (CHP).
"(Erdogan's) primary aim will be to conduct a congress that will navigate him to the presidency and to a new constitution which he hopes will be of his making and design."
The CHP, the party of Ataturk, has struggled to mount any effective opposition to AK, in parliament or on the streets. Some observers contend that the only real threat to the party might come when Erdogan relinquishes power. Without him, they say, it could dissolve into the many and disparate political parts from which he forged it.
Party officials expect as many as 30,000 people at the convention in a sports arena in Ankara. Egypt's Islamist President Mohamed Mursi, who was swept to power last year after a popular uprising, is among the regional leaders invited.
Erdogan, a devout Muslim who once served a brief prison sentence for religious incitement, championed the pro-democracy uprisings of the "Arab Spring", which saw decades-old dictatorships unseated in Tunisia, Libya and Egypt.
"There was great interest in Prime Minister Erdogan when he visited Egypt and Libya," said Idris Bal, an AK Party deputy and member of parliament's foreign affairs commission, when asked about Mursi's invitation.
"The main attraction of our party is that it is not based on religious or ethnic nationalism," Bal said.
But after a decade in power, Erdogan has failed to bring about much hope of an end to a 28-year-old war with Kurdish militants in Turkey's mountainous southeastern border region with Iraq, a topic likely to be high on Sunday's agenda.
The government has broken taboos with some reforms such as authorizing Kurdish language teaching and broadcasting. But recent fighting with the Kurdistan Workers Party (PKK) - considered a terrorist organization by Ankara, the United States and European Union - has been some of the heaviest since it took up arms in 1984 with the aim of carving out a Kurdish state.
Thousands of pro-Kurdish trade unionists, politicians, academics and journalists have been detained since 2009, accused of links with the PKK.
Masoud Barzani, president of Iraq's autonomous Kurdistan region, has been invited to the party congress, as has Iraqi Prime Minister Nuri al-Maliki, whose Shi'ite-led government in Baghdad has been irritated by Ankara's courting of Iraqi Kurds.
CREEPING CONSERVATISM
Senior figures from smaller rival parties look set to be given roles in the AK Party administration as part of the overhaul, a bid to consolidate its support base for the coming electoral cycle.
Numan Kurtulmus, head of the former Islamist-rooted HAS Party, and Suleyman Soylu, one-time leader of the conservative Democratic Party, have joined the AK Party in recent weeks and could be rewarded with senior administrative roles.
"What they are trying to say is we want to agree with everyone on the political right and center, we are taking them into our ranks. The prime minister's initiative is trying to portray the party as inclusive," said Tarhan Erdem, the head of Turkish polling company Konda.
"(The congress) is a major turning point for the AK Party. But it will not be a turning point because of ideas put forth by party members ... New policies will be formed and implemented by the party leader. That is all there is to it. One shouldn't see this as a part of democratic activity," he said.
Erdogan's taming of the military, self-appointed guardians of Turkish secularism, has fuelled suspicions in Western-facing cities like Istanbul and other coastal towns that the AK Party has a hidden agenda of creeping Islamic conservatism.
Some disdain the appearance of the Islamic headscarf in public institutions, something banned since the foundation of secular Turkey nine decades ago. Revelers complained tighter alcohol restrictions meant there was little other than drinking yoghurt or soda on offer at a recent Madonna concert in Istanbul, seeing it as another sign of diminishing freedoms.
But in the bars, restaurants and clubs of the historic Beyoglu district there are few such signs. Thousands of tourists and locals party into the small hours, spilling out into the narrow back streets to a soundtrack of thumping dance music.
Mayor Akyurek's conservative Konya can seem a world away.
Here, few restaurants serve alcohol, the Islamic headscarf is more in evidence, and the tourists are descending on the tomb of Rumi, a widely-read 13th century Sufi mystic who founded the order of the Whirling Dervishes.
Konya is one of the "Anatolian Tigers", cities whose industries and small businesses have thrived over the past decade of AK Party rule and whose electorate can be counted on to deliver solid support for the status quo.
There is little fear of creeping conservatism here. Talk of an AK Islamist agenda is rarely heard and eyes, rather than turning inward, look to export markets beyond Anatolia, in the Middle East and Europe.
"Turkey, like Konya, is devoted to its traditions but also open to the rest of the world," said Akyurek, who won a second term in 2009 with one of the highest majorities ever recorded in a Turkish local election.

Doing business on Ebay is a terrific way to find out how you?ll do with internet marketing. You can avoid spending a lot, or investing a lot of time, and try selling items online there. You can easily begin by selling something you don?t want, or you can go looking around to cheaply buy something. Selling on Ebay is similar to what you would do with a regular online business, so your experience will give you a solid idea about how much you would like it. If you are new to Ebay and making money online, finding success can be difficult. But don?t let that bother you? here are some really good and useful tips that can make things a little bit smoother and help you out.
People like to see what they?re buying, so put a good picture of your product on your Ebay listings. E-bay listings that have pictures are far more likely to lead to sales than listings with no pictures. The photo let?s people feel good about what they?re spending their money on. You know? it?s the expression about a photo is worth more than 1000 words. The affect of the picture in the person?s mind offer more emotional satisfaction than any amount of words can do. It?s important that you perform some research before ever listing your product on Ebay. You?ll search to find any products that are either the same as yours, or similar. You want to look at the Buy Now and starting bid prices for products you find in this research. Pay particular attention to the listings that have the most bids and views. Then study the listings and determine what you can learn from them for your own listing. Then it?s just adapt what you can to improve upon, or create, your listing. This strategy is called market research and intelligence. You?re not copying, but you?re analyzing ideas and approaches and then improving on them. Go to comparing coaches for hire for smart advice.
You should focus on getting lots of positive feedback when you start selling on Ebay. In fact, when you are first starting out, getting positive feedback should matter more to you than making a profit. The amount of positive feedback you have (and the absence of negative feedback) is what people use to decide if you are trustworthy or not. In many cases, someone will buy one item instead of another simply because one of the sellers has a better feedback rating. Sell as many items as possible, and be sure to give the best service you can, and your feedback score will go up. You will find that the amount of money you can make on Ebay will rise along with your feedback score!
If you are looking for an easy way to make money online, there is no better place to start than Ebay. If you are looking for an online business that requires little investment or technical skills to get started, there is no easier one than Ebay. Many people begin selling items from their garage or attic and then go on to create a highly profitable online business.
No matter what your internet marketing goals are, you can start out by selling on Ebay. This is actually how some of the most successful internet marketers began their careers. If you work hard, you could find that you can build an entire business online simply through selling items in Ebay auctions.

High copper levels are probably the most common biochemical cause of migraine headaches. Quoted by Dr Lawrence Wilson.
A copper imbalance is often overlooked, because it is not always simple to detect. It is an extremely common nutritional imbalance. Copper Toxicity is a build up of copper in the body.
I first learned about copper toxicity when I decided to get a hair analysis mineral test to see if it would help in giving me any clues to why I was getting chronic migraines, especially hormonal migraines. Hair analysis is a test that can help diagnose copper toxicity as blood tests do not show what is happening in the body at cellular level.
Estrogen and Copper.
A quote from Dr. Malter?s book: ?The Strands of Health?.
One of the most significant bio chemical and metabolic developments since the end of world war two involves the widespread use of female contraceptives. This is because there is such a close relationship between estrogen and copper and biochemical systems. With the widespread use of the estrogen in the pill and the estrogen replacement therapy excess copper builds up in the cells and the tissues of very large numbers of females. This has become a major contributing factor to both psychological and physical health problems that they experience.
How Copper Toxicity is related to hormonal Migraines
Approximately a week to ten days before a period the copper and estrogen levels are relatively high. When the hormones changed, so did the migraines. It was totally automatic, just like clockwork. They happened more or less to the exact day of my cycle. As the copper was being reduced in my body thankfully the migraines were being reduced as well.
Copper Imbalance Symptoms
? Racing thoughts
? Anxiety
? Attention deficit disorder
? Canidida Overgrowth
? Migraine Headaches
? Dysmenorrhea
? Autism
? Anorexia
? Insomnia
? PMS
? Liver dysfunction
? Plus more
Copper may affect any organ of the body and usually affects four major systems of the body. Copper builds up in the liver, the brain (where it affects neurotransmitter levels), the nervous system and the female and male reproductive system.
Our bodies need copper; it is an essential trace mineral that is vitally important for both physical and mental health. However we need copper in the correct levels.
Sources of Copper
Some of the sources of copper are: the water pipes in your home and hot water cylinder (if copper), copper cookware, copper from dental materials (exposure), vitamin pills, drinking water, fungicide and pesticide residues on food, sleeping pills, tranquilizers, copper intra-uterine devices and birth control pills.
Copper may also build up in the body due to bio unavailable copper. This is usually contributed to weak adrenal glands. The adrenal gland stimulates the liver to produce ceruloplasmin, the major copper binding protein. If the ceruloplasmin levels are inadequate copper cannot be used by the body and copper builds up in the tissues.
If Zinc becomes deficient, then copper tends to accumulate. The earth?s soil is low in zinc.
Vegetarians tend to eat proteins that are high in copper and they usually do not eat enough foods high in zinc.
High copper diets are ones that usually include sesame seeds or nuts. ,
My Hair Tests
My first hair test SHOWED Copper level 186.44ppm / Normal Level is 25ppm
This is an extremely high reading. In fact this is over 7 times the normal level and it was off the chart.
Second hair test one year later 164.28ppm
At this stage I was not detoxing the copper as I was detoxing off the pharmaceutical medications and therefore unable to do both.
Six months after taking a supplemental diet for copper excess detox I had another hair test.
Third Hair Test: Copper level 19.32ppm
There was a large improvement in my health. However, my hair test was still showing that I had a hidden copper toxicity. This is extremely important, your copper levels may not show high on the test, but you still have a copper overload. This is where you need a professional hair analysis person to interpret the test. It is quite complex to be able to read and understand the hair test.
For migraine sufferers I cannot stress how important it is to find the underlying cause of your migraines. The hair analysis test shows so much about what is happening in the body at cellular level. It also shows other toxic heavy metals that may be causing a dysfunction in the body. Also it gives a clear indication of what is happening with the mineral balances in our body. The mineral balance in our body has a huge impact in our overall health.
Detoxing your body of copper is quite complex and I have information about this in ?Learn to Free Yourself from Migraines?.

When I was a kid playing sports, there were no clubs, travel teams, or private coaches. Except for summer baseball leagues, the primary place to play was high school. When I was in the 10th grade, I wanted to play basketball in the worst way.
Unfortunately, given my size and talent, that?s how I played. But in those days, sports was part of the educational program. To accommodate every kid who wanted to play, there were four skill levels: varsity, junior varsity, B, and C teams.
I was a third-stringer on the C team, with the ambition to play in 12 quarters during the season, the minimum requirement for a letterman?s jacket.
Fortunately, the coach liked my spunk and put me in at the end of games when I could do no harm. In the last quarter of the last game, he made sure I got my letter by giving me an eight-second stint. Although I think I played less than two minutes of game time during that season, I was part of the team and played in every practice.
Three years later, I was the only senior still on the C team, but I was a starter! Of all my high school achievements, none was more important than my three basketball letters.
But it wasn?t just recreation. It was education. My sports experience strengthened my character and helped me develop important life skills, including goal-setting, preparation, and perseverance. It also taught me a lot about honor and sportsmanship.
So when you read chilling stories about cheating coaches, out-of-control fans, or spoiled athletes, don?t blame sports. Blame the people who aren?t doing it right.

WASHINGTON (AP) ? The embarrassing NFL referee saga and the disputed call that gave the Seattle Seahawks a victory over the Green Bay Packers on Monday night has reached the campaign for the White House, with President Barack Obama deeming it "terrible" and declaring it was time to get regular officiating crews back on the job.
"I've been saying for months we've got to get our refs back," Obama said as he returned to the White House from an appearance before the United Nations. In a tweet that went out under over his initials, Obama said: "NFL fans on both sides of the aisle hope the refs' lockout is settled soon."
In a rare moment of agreement with Obama, GOP running mate Paul Ryan, a Wisconsin native, also said it was time to bring back the "real refs." But he used the episode on the football field to argue a partisan case for kicking the president out of office.
"It reminds me of President Obama and the economy," Ryan said in Cincinnati. "If you can't get it right, it's time to get out. I half think that these refs work part-time for the Obama administration in the budget office. ... They're trying to pick the winners and losers, and they don't even do that very well."
Seattle won 14-12 over Green Bay after referees ruled a Seattle receiver caught the ball amid a pile of bodies in the end zone on the game's last play. The NFL conceded that a Seattle penalty in the course of the play went uncalled and cost the Packers the victory, but the league upheld the catch itself and the Seahawks' victory. Legions of football fans watched the play and the referees' call in disbelief, and buzzed about it all day Tuesday.
Typically, Obama, a diehard Chicago Bears enthusiast, is not one to wish the rival Green Bay Packers well.
But besides being an avid sports fan, Obama recently has redoubled efforts to win in the Packer's home state of Wisconsin. His campaign recently started airing ads in the state and Obama held a rally Saturday in Milwaukee, his first visit to the state since February.
The NFL locked out the officials in June after their contract expired. The league has been using replacement officials, who have come under increasing criticism over the way they handled some games.
White House spokesman Jay Carney told reporters aboard Air Force One that Obama watched the Monday night game and "thinks there was a real problem with that call."
"He said that what happened in that game is why both sides need to come together, resolve their differences so that the regular refs can get back on the field so we can start focusing on a game that so many of us love rather than debating whether or not a game was won or lost because of a bad call," Carney said.
Obama said in a phone interview Tuesday with The Des Moines Register that he doesn't blame the replacement refs.
"They've been put in a tough situation," the president said. "But the fact is this is a fast, tough game to control. And it doesn't make sense to me for a league that's been so successful not to want to put their very best out there."

An unmanned European cargo ship as large as a double-decker bus inside will have to wait a bit longer before leaving the International Space Station due to computer problems, NASA officials say.
The robotic Automated Transfer Vehicle 3 (ATV-3) spacecraft was slated to undock from the space station Tuesday evening (Sept. 25), but a technical glitch with a laptop computer inside the station prevented to orbital departure. The two spacecraft were scheduled to part ways at 6:35 p.m. EDT (2235 GMT).
"We're not undocking today, that's been canceled," a flight controller in Mission Control told the station's three-person crew. ?
The computer glitch apparently interrupted signals from a laptop computer inside the station that serves as a command panel for the departing ATV-3 spacecraft. The computer is inside the Russian-built Zvezda module, the rear-most module that serves as the docking port for ATV spacecraft and visiting Russian spacecraft. [Photos: Europe's Robotic ATV Spaceships]
Station commander Sunita Williams of NASA told Mission Control that commands sent from the laptop apparently were not reaching the ATV spacecraft. Engineers are expected to meet early Wednesday to discuss the malfunction and determine when the next undocking attempt can be made, NASA officials said.
The space station's current Expedition 34 crew includes Williams, Japanese astronaut Akihiko Hoshide and Russian cosmonaut Yuri Malenchenko.
The ATV-3 spacecraft, which is also known as Edoardo Almadi in honor of the late Italian physicist of the same name, is the third unmanned cargo ship built by the European Space Agency to send food, water, science gear and other supplies to the International Space Station. The spacecraft launched to the station in late March and delivered 7.2 tons of food to the orbiting lab.
The cylindrical ATV spacecraft are 32 feet long (10 meters) and nearly 15 feet wide (4.5 m). They are disposable spacecraft designed to fly themselves to the space station, and then be jettisoned at mission's end to burn up in Earth's atmosphere somewhere over the Pacific Ocean. The European Space Agency commands the spacecraft from a mission control center in Toulouse, France.
The fourth ATV mission will launch the ATV-4 Albert Einstein to the station in April 2013. ?
Europe's ATV vehicles are part of a robotic spaceship fleet that regularly haul supplies to the space station. Russia's unmanned Progress vehicles and Japan's H-2 Transfer Vehicles ?have also made delivery flights to the station. NASA has contracted the private spaceflight companies SpaceX, of Hawthorne, Calif., and Orbital Sciences Corp., of Dulles, Va., to build unmanned cargo ships for station deliveries.
SpaceX performed the first test flight to the station using its Dragon cargo ship in May and is expected to launch the first official delivery flight to the orbiting lab on Oct. 7. SpaceX has a $1.6 billion contract with NASA to provide 12 Dragon delivery flights. Orbital Sciences has a $1.9 billion contract with NASA for eight delivery missions using its Cygnus spacecraft.

TOKYO/BEIJING (Reuters) - China sent its first aircraft carrier into formal service on Tuesday amid a tense maritime dispute with Japan in a show of force that could worry its neighbors.
China's Ministry of Defense said the newly named Liaoning aircraft carrier would "raise the overall operational strength of the Chinese navy" and help Beijing to "effectively protect national sovereignty, security and development interests".
In fact, the aircraft carrier, refitted from a ship bought from Ukraine, will have a limited role, mostly for training and testing ahead of the possible launch of China's first domestically built carriers after 2015, analysts say.
China cast the formal handing over of the carrier to its navy -- attended by President Hu Jintao and Premier Wen Jiabao -- as a triumphant show of national strength at a time of tensions with Japan over islands claimed by both sides.
"The smooth commissioning of the first aircraft carrier has important and profound meaning for modernizing our navy and for enhancing national defensive power and the country's overall strength," Xinhua news agency cited Wen as saying at the commissioning ceremony in the northern port of Dalian.
Sino-Japanese relations deteriorated sharply this month after Japan bought the East China Sea islands, called Senkaku in Japan and Diaoyu in China, from their private owner, sparking anti-Japan protests across China.
"China will never tolerate any bilateral actions by Japan that harm Chinese territorial sovereignty," Vice Foreign Minister Zhang Zhijun told his Japanese counterpart on Tuesday as the two met in a bid to ease tensions.
"Japan must banish illusions, undertake searching reflection and use concrete actions to amend its errors, returning to the consensus and understandings reached between our two countries' leaders."
In a sign of the tensions, China has postponed a ceremony marking the 40th anniversary of the resumption of diplomatic ties with Japan. But an official at the Japan-China Economic Association said Toyota Motor Corp Chairman Fujio Cho and Hiromasa Yonekura, chairman of Japanese business lobby Keidanren, and other representatives of Japan-China friendship groups would attend an event on Thursday in Beijing.
The risks of military confrontation are scant, but political tensions between Asia's two biggest economies could fester and worries persist about an unintended incident at sea.
"If blood is shed, people would become irrational," Koichi Kato, an opposition lawmaker who heads the Japan-China Friendship Association and will travel to Beijing, told Reuters.
"NOT CUTTING EDGE"
For the Chinese navy, the addition of carriers has been a priority as it builds a force capable of deploying far from the Chinese mainland.
China this month warned the United States, with President Barack Obama's "pivot" to Asia, not to get involved in separate territorial disputes in the South China Sea between China and U.S. allies such as the Philippines.
U.S. Secretary of State Hillary Clinton in turn urged China and its Southeast Asian neighbors to resolve disputes "without coercion, without intimidation, without threats and certainly without the use of force".
Narushige Michishita, a security expert at the National Graduate Institute for Policy Studies in Tokyo, said he thought the timing of the launch was unrelated to the islands dispute.
Rather, experts said it might be associated with China's efforts to build up patriotic unity ahead of a Communist Party congress that will install a new generation of top leaders as early as next month.
"China is taking another step to boost its strategic naval capability," Michishita said. "If they come to have an operational aircraft carrier, for the time being we are not super-concerned about the direct implications for the military balance between the U.S. and Japan on the one hand, and China on the other. This is still not cutting edge."
The East China Sea tensions with Japan were complicated on Tuesday by the entry of Taiwan, the self-ruled island that Beijing calls an illegitimate breakaway, which also lays claim to the islands.
Japanese Coast Guard vessels fired water cannon to turn away about 40 Taiwan fishing boats and 12 Taiwan Coast Guard vessels. Six Chinese patrol ships were also near the islands but four left, leaving two nearby but not in waters Japan considers its own.
Japan protested to Taiwan, a day after lodging a complaint with China over what it called a similar intrusion by Chinese vessels.
Taiwan has friendly ties with Japan, but the two sides have long squabbled over fishing rights in the area. China and Taiwan both argue they have inherited China's historic sovereignty over the islands.
The flare-up in tension comes at a time when both China and Japan confront domestic political pressures. Japanese Prime Minister Yoshihiko Noda's government faces an election in months, adding pressure on him not to look weak on China. China's Communist Party is preoccupied with the leadership turnover, with President Hu Jintao due to step down.

Polyunsaturated omega-3 fatty acids are important parts of a healthy diet, but supplement studies have numerous sampling problems
By Melinda Wenner Moyer
Fishy Findings: Omega-3 Supplement Research Remains Inconclusive Image: flickr/hitthatswitch
If you've been following the media trail on fish oil lately, you've probably been tempted to forgo the smelly capsules. A systematic review of 20 studies published last week in JAMA The Journal of the American Medical Association reported that neither eating extra helpings of fish nor taking fish oil supplements reduces the risk of stroke, heart attack or death. In June a review of studies published on behalf of the Cochrane Collaboration, an independent, not-for-profit organization that promotes evidence-based decision-making, concluded that fish oil pills fail to prevent or treat cognitive decline. And a 2011 meta-analysis by Yale University researchers debunked the idea that omega-3s alleviate depression. These proclamations run counter to what we have been told about fish and fish oil for decades. So why is the consensus changing? Is it time for us to toss out our pills for good?
Not necessarily. Although it's true that early research on fish oil seemed far more promising?one 1999 trial, for instance, reported that people who took omega-3 pills were 10 percent less likely to have a heart attack, stroke or die from cardiac disease than people who did not?some researchers think that recent negative findings reveal more about us than they do about fish oil. Omega-3 pills may be beneficial for certain people but not for others, they say, and existing studies may not account for individual differences.
There's no question that polyunsaturated omega-3 fatty acids?the technical name for the good fats found in fish and fish oil?are important parts of a healthy diet. Our bodies can't make them, yet we need them to survive, as they form part of our cell membranes. Although the mechanism by which they might prevent heart disease, cognitive decline and depression isn't well understood, research suggests that they reduce blood pressure and inflammation and that they increase brain blood flow and give neurons structural strength.
And no one questions the World Health Organization's recommendation (pdf) that pregnant and nursing women should consume at least 300 milligrams of omega-3s daily to boost fetal brain development. "That [benefit] has been clearly demonstrated in trials," says Dariush Mozaffarian, a cardiologist and epidemiologist at Harvard University, who studies fish oil.
But for other adults, the health benefits of supplementing have become much harder to gauge. That's in part because many of us get lots of these good fats from our diet anyway: According to the United Nations Food and Agriculture Organization, per capita fish consumption has doubled (pdf) since 1961, and "more consumption doesn't really add much bang for your buck," Mozaffarian says. In other words, adding more omega-3s to an already omega-3?rich diet does not do much good, a fact that could help explain why recent studies have been more equivocal than studies from several decades ago, when fish was less popular. "We have no evidence from populations whose dietary intake of omega-3 fatty acids may be low and who may therefore benefit from supplementation," says Alan Dangour, head of the nutrition group at the London School of Hygiene and Tropical Medicine and co-author of the recent Cochrane review. In addition, preliminary research suggests that certain ethnic groups?such as Japanese and Italians?may benefit more from omega-3 supplements than others, perhaps in part because of how well their bodies absorb the fats.

For teen Matt Taylor, the idea may seem crazy, but his micro business has really spread its wings and with fantastic results! After trouble finding a job, Matt decided that he would like to start his own business. Where did he land? Matt began a micro business selling chickens as domestic pets to homes in his native UK. And while this market may seem a bit odd, he has found his niche, in a business entitled Taylor Made Poultry. Now 18-years-old, Matt started his poultry business at the young age of 14, housing, training, and selling chickens to consumers. In his first year of business, Matt sold over 400 birds. Now, that?s a success. And people are noticing. Matt recently won Entrepreneur of the Year at the Herald Business Awards. Matt is looking to expand his business with an equipment division. Until then, the sky?s the limit with this micro businesss!

Teens, are you an animal lover? It doesn?t have to be chickens, like Matt. It could be any animal! Maybe you love horses and can offer riding instructions to children. Perhaps your love for dogs could lead to a dog walking business or pet care business. There are so many opportunities for a micro business for pets. What can you dream up? My book,?Starting a Micro Business, will take the stress out of starting this business, leaving room for you to let your idea shine!

Disclosure: I have no positions in any stocks mentioned, and no plans to initiate any positions within the next 72 hours. I wrote this article myself, and it expresses my own opinions. I am not receiving compensation for it (other than from Seeking Alpha). I have no business relationship with any company whose stock is mentioned in this article. (More...)
Steve Jobs was famous for his temper, especially when faced with what he considered sub-par work. He was also known for his attention to detail. He'd do the unthinkable to get everything right, once famously requiring -- just days from the official launch -- that the original iPhone switch from a plastic display to the glass it ultimately was launched with.
Steve Jobs might thus have been the ultimate quality control that large bureaucracies usually fail to enforce. His near-psychotic drive for quality found itself reflected in Apple's (AAPL) products, rendering them as close to perfection as you're ever going to get in consumer electronics.
But Steve Jobs is gone, and with him his paranoid drive towards perfection might also have vanished from Apple. Ever since Steve Jobs died, this has been a lingering fear, yet it seemed the jewel-like appearance of the new iPhone 5 was proof that such fears could have been overdone. They weren't.
I have already talked about how Apple's attempt at a Mapping solution, made to drive Google's (GOOG) solution away from iOS, was inferior to Google Maps as well as Nokia's (NOK). However, this was just a detail, one feature where Apple didn't measure up, I thought. Reality, though, surprised even me. Apple basically shipped a feature filled with bugs and utterly lacking quality.
Indeed, Apple Maps is so filled with monstrous bugs, lack of quality and lack of detail that it represents a giant step backwards from where iOS 5 stood. And it's this incredible lack of quality which I believe wouldn't have made it past Steve Jobs. Yet, in today's Apple, it reached the market.
The Problems
Apple's Maps have a large number of problems in several areas, the main being:
In a way, the defects are too many to mention. For those wanting to check on how bad the situation is, I recommend this Tumblr page: "The Amazing iOS6 Maps," which has hundreds of examples of the inaccuracies of Apple's Maps app, including one where the North American continent is labeled "Australia."
The point is, the product is quite obviously flawed. It's so flawed that one can't believe Steve Jobs wouldn't have killed it before it reached stores.
The implications
For now this is just a harbinger of possible change. I believe the iPhone 5 will be a huge commercial success nonetheless. But as it stands, a red flag was waved. A feature decidedly lacking in quality was let through because of corporate considerations, which clearly overrode the customer's interest. This is not a good sign. The kind of market position Apple attained will not be easy to defend if such fodder is given to Apple's competitors.
Conclusion
Apple's position at the top of the world in terms of margins and market capitalization is predicated on the continued success of the iPhone. In a hugely competitive market where many leaders of the past have stumbled, any letting down of the guard can bring with it sudden misery. While the iPhone 5 shouldn't be the product that ends Apple's run, for the first time, Apple seems to have blundered heavily with a feature it had no need to change other than for corporate reasons.
It's not the first time Apple commits a mistake (Antennagate comes to mind), but for now it's unlikely that the Maps situation can have a quick solution, due to the nature of the problem. It's a huge quest to provide half-decent mapping data.
This is perhaps a first sign that the post-Jobs Apple is somewhat of a different animal.
